“This is, if you would, a fund of goodwill to begin with. To show that the Chinese, when they invest, they do good things,” he says. “We are at the forefront, perhaps, of a larger investment stream in the region.”

Although Chinese investment in Europe has risen dramatically, it is still dwarfed by major funders such as the US. It is also behind Asian rivals such as Japan and South Korea, which have already built significant investment partnerships with eastern Europe.
